What HEIC is and why it causes trouble

Since iOS 11, iPhones save photos as HEIC by default. It is a genuinely better format than JPEG - roughly half the file size at the same visual quality - but that efficiency comes from a newer compression method that a great deal of software still cannot read.

The practical result is a photo that looks fine on the phone and cannot be opened on a Windows machine, by many government upload portals, or by print shops. Converting to PDF sidesteps the problem entirely, because PDF opens everywhere.

You do not need to change anything on the phone

Upload the HEIC files exactly as they come off the device; conversion happens here. Because browsers cannot decode HEIC either, each photo is previewed for you after it uploads rather than instantly - that pause is the conversion, not a fault.

If you would rather stop producing HEIC altogether, the setting is under Settings, Camera, Formats, Most Compatible. That switches the camera to JPEG for future photos but does not convert existing ones.

Live Photos and image quality

A Live Photo stores a still image plus a short video. Only the still is used, which is the frame you see in your library - a PDF page cannot hold motion.

Photos are embedded at high quality, with very large images scaled down slightly so the PDF stays a reasonable size. If you need a smaller file, lower the quality setting rather than compressing the PDF afterwards; converting once at the right setting gives a better result than converting and then squeezing.
