What flattening actually does

An interactive PDF keeps form fields, annotations and signature widgets as separate objects layered above the page. Whatever a user typed lives in the field object, not in the page itself. Flattening merges those layers down: the typed answers become part of the page content, and the fields cease to exist.

The visible result is identical. The difference is that nothing can be edited afterwards, and the values cannot be extracted programmatically from the form structure because there is no longer a form.

Why filings require it

Court e-filing systems and many government portals require flattened PDFs for two reasons. A recipient cannot alter submitted answers, which matters for anything sworn or contractual. And different PDF readers render form fields inconsistently - a value visible in one reader can render blank in another, which is unacceptable on a filed document.

Flattening removes both risks at once, which is why it is usually the last step before submission.

Check before you flatten

The operation cannot be undone, so verify every field holds what it should first. A checkbox left unticked or a date field showing placeholder text is baked in permanently.

Keep the unflattened original. If a correction is needed later, editing the original and re-flattening is straightforward, whereas recreating a flattened form from scratch is not.
