How to Convert JPG Images to PDF

Most forms that ask for "a scanned copy" will accept a photograph, as long as it arrives as a PDF. The conversion itself is trivial. What actually causes rejected uploads is page order, page size, and the format iPhones quietly save photos in.

The part iPhone users hit first: HEIC

Since iOS 11, iPhones save photos as HEIC rather than JPG by default. It is a better format - roughly half the size for the same quality - but many Windows applications, printers and government portals cannot open it at all.

You do not need to change your camera settings or convert on the phone. Upload the HEIC files as they come off the device and let the converter handle it. If you would rather stop producing HEIC entirely, the setting is under Settings, Camera, Formats, Most Compatible.

Getting the page order right

This is where most people lose time. Files do not always upload in the order you selected them - browsers sort by filename, and "IMG_2.jpg" sorts after "IMG_10.jpg" in most sorting rules.

  2. 2Check the numbered list against your document. Page one of the form should be first in the list.
  3. 3Drag any row by its handle to move it. The list order is exactly the page order in the finished PDF.

Choosing a page size

A4 or Letter puts each photo onto a standard sheet, which is what you want for anything that will be printed or checked by a human against a paper form. Original keeps each page shaped exactly like its photo, which suits screenshots and ID cards where a standard sheet would leave odd white bands.

If your photos are a mix of portrait and landscape, the auto orientation setting gives each page the shape that suits its own image rather than rotating everything to match.

Photographing a document so it converts well

Lay the page flat, fill the frame with it, and shoot in even light with no shadow across the paper. Avoid angling the camera - a trapezoid page is obvious in a PDF and some portals reject it.

If the result still looks like a photo rather than a scan, run it through the scan tool instead, which crops the background, lifts contrast and can convert to clean black and white.
